PAY GRADE:A-04 ($96,433 - $123,177 annually exempt)
LOCATION: On-Site at Birmingham City Hall

Position Description
The City of Birmingham (EOE) is seeking qualified applicants for the position of Executive Director for the Birmingham Shopping District(BSD).
Under the general supervision of the BSD Board and City Manager, the BSD Executive Director plans, organizes, coordinates and directs programs and activities designed to promote and foster downtown Birmingham as a center for business, social, cultural, and community activity. Work functions are shared between oversight of internal operations and administration of external promotion and business attraction initiatives.
The Executive Director provides administrative and managerial support for the BSD Board and its committees, and is responsible for implementing Board policies and directives. The Executive Director represents the Board and the City with respect to individual retailers, commercial property owners, business owners, local and regional officials, and civic and community organizations. This is a professional position; the Executive Director will report to the City Manager and the BSD Board and will serve as an at-will employee.
Technical Responsibilities:
- Develops long and short-range planning and needs assessments, making recommendations to the BSD Board and assisting with strategic planning initiatives.
- Coordinates the activities of BSD committees to ensure compatibility with overall Board goals and objectives.
- Oversees the preparation of meeting agendas, minutes, and Board packets for the BSD Board and its committees.
- Plans, directs, and organizes authorized special projects and downtown events, maintaining a comprehensive calendar of downtown events.
- Plans and develops a coordinated program of downtown promotion, advertisement, and public relations across various platforms.
- Establishes and maintains a network of communication and cooperation with civic, community, and business groups; represents the BSD Board and the City at civic and community functions.
- Plans, organizes, and administers contracts for activities authorized by the BSD Board.
- Analyzes economic changes in the metropolitan area, devising strategies for appropriate responses in downtown Birmingham.
- Manages business recruitment and retention programs, collaborating with commercial real estate brokers in promoting current opportunities in the district.
- Interacts with City departments on matters of importance to business and property owners in the Shopping District in such areas as downtown maintenance, beautification, ordinances, parking and public projects.
- Regularly meets with property and business owners on a regular basis to identify trends and needs within the Shopping District, and reports findings back to the Board.
- Assists tenants and property owners with promotion, marketing, or physical improvement projects.
- Additional related responsibilities as needed.
Management Responsibilities:
- Responsible for selecting and training new staff members.
- Manages an effective team by delegating duties, conducting regular performance evaluations, providing constructive feedback, communicating team goals and status updates.
- Allocates budgeted resources efficiently to meet project deadlines.
- Manages revenue and expenditure budgets as approved by the BSD Board for all activities.
- Ensures that all initiatives, personnel, and liabilities adhere to the City of Birmingham Employee Handbook, Ethics Ordinance, BSD ordinances, applicable zoning and business ordinances, as well as state and federal laws.
Necessary Skills:
- Proven ability to manage a team/department.
- Proficiency with Microsoft Office and Adobe Acrobat software.
- Excellent written and verbal communication skills.
- Excellent customer service skills.
- Ability to establish and maintain effective working relationships with collaborators and stakeholders.
- Ability to plan, oversee and execute extensive projects.
Education & Experience Requirements:
- Bachelor's degree, or its equivalent, in Economic Development, Community Development, Business or Public Administration, or a related field.
- At least 5 years of managerial experience in business real estate development, retail promotion and/or downtown management.
- Experience with municipal organizations preferred.
Physical & Environmental Requirements:

- Must be able to work outside in inclement weather
- Must be able to transport between off-site locations
- Must be able to attend functions outside of normal business hours
